What public domains offer are internet domains that are not under any author rights but the best thing that they offer is information that can be used free of repercussions. Not having copyrights the data on public domains is completely accessible by anyone and this means business. However, some may charge for the download of certain data packages as a profitable scheme however this is not subjected to any law as they do not do anything illegal. People are still asked if they want to pay and if they do then everybody agrees that there is no fraud. However, these people cannot charge money for the work itself but for the physic support that the respective public domain offers.

The “public domain” term has roots in the eighteenth century and was used as an adjective for things that weren’t under any copyright laws. The term spread so that in present day its used on a large variety of products and items in general, both physical and virtual. This concept is also used for Mathematic, Physics or Scientific ideas and concepts that are widely used but nobody has to pay for them as they are free for use by anybody. For example, you can start building inductance grills tomorrow without the worries about who should you pay for the invention or you can produce an engine from parts and sell it without waking in one morning that the guy that invented it rings the door bell and asks for money.

This also applies for things such as websites, applications, programming. Imagine what would it mean to pay for any application or software that you develop in a certain programming language to pay for the author rights of the respective programming language? That would wreak havoc and would bring no one any benefits.

The real benefit of public domains for people like you and me, who don’t sit around all day long doing nothing, is that it can deliver profit for some extensive work in the beginning and as you expand you will gain more and more money for less and less work.

What this means is that just by understanding how public domain juggling can bring you money. The WWW is filled at all times by people who will pay for something that is worth their money and if you manage to make them think that what you offer, even if it’s from the public domain, is necessary for them, the money will start and continue to flow.
